Is West direction lower level floor property is good as per the Vastu?

People say vasthu doesn't apply to second floor. Its major influences are on the ground floor only, is it correct?-

West direction lower floor level floor is not good for the residents, even its not good for any other commercial properties too.

Vastu Shastra indicates us the East and North direction lower level floor property is is the best plot. West direction lower level is second class plot. It is suitable in increasing income, health, wealth and children education. For this type of plot you should  follow the following Vastu tips;

1) You should construct the South part of plot higher than other direction. 

2) Western side in lower Southern but higher than Eastern side is plot best. 

3) Main entrance should be East and North direction. 

4) All room's, kitchen and toilet should be according to vastu.
